New Rust Division Leader - Bue

Hello everyone! I'm here to announce that Rust has garnered a second Division Leader today in @Bue. @Vence made it known that he will be leaving to focus on his education at some point either early or just before summer next year. We both agreed that getting a second Division Leader would be a good thing, and would allow that person to learn from him before that does happen. Together we also came to the conclusion that Bue was a very good option. 

My conversations with Bue about this, as well as the commitment she's shown towards the community for an extended period of time made this a fairly easy decision on my part. I'm certain she'll do a good job in the position, and I'm hopeful for the future of Rust.
