Updated 7/23/17 Basechat with a modified version of GFL-BaseChat. Fixed an error with decals/decalgraffiti038a. Switched the server to 128 tick. Fixed an error that was causing crashes when throwing grenades. Removed ttt_ts_slayers_chinese_v2 due to crashing the server when loading up.
