Mcree is probably a better counter for Pharah with this latest patch. He has the range to kill Pharah,

with a kit to stop Flankers (Genji/Tracer). If anything, you can always just play Winston to kind of deal with both (only if the Pharah isn't always in the air/at the top of the map)

Now is a good time to pick up McCree. He's basically a perfect mix between a sniper and a frontal assault hero.
