I am planning to stop being lazy and become a dev soon, I want to learn how to both code roles and make maps

Description:
The vampire is a traitor role which has a bloodlust meter. Upon the meter filling, the vampire enters the bloodlust state. In the bloodlust state they take constant damage, but also regenerate 50% of the damage they deal. When the vampire kills a player, their bloodlust meter will empty and they will leave the bloodlust state. Another main ability of the vampire is they can turn into a bat. When they transform into a bat, their playermodel changes into the model of a bat, they start flying very fast, and are very hard to hit. They also instantly go into bloodlust mode after transforming. They cannot use weapons while transformed.
Why it is not used:
Ok, so thats basically what the vampire does. Now, we had this role in the server before, but it was removed. This is because with all the abilities it had, it was incredibly overpowered. It could instantly go into bloodlust by transforming, then kill a player to gain some health, which it could heal up to 250 with. It could easily move across the map quickly and without being shot by transforming into a bat, which was also very OP. Also, there was no key binded by default to transform which made it hard for new players to play it. The bat also had no animation and made annoying pigeon sounds, which is not ideal for a TTT2 role.
Proposed changes:
So since the vampire is very overpowered, an obvious fix would be to just heavily nerf it. I believe this is not the way to go, because nerfing it would make it easy to be KOSed and quickly killed due to it using it's abilities. Also nerfing it would just make it not as fun to play. So a change I think would make it a lot more balanced would be moving it to its own neutral evil team. This would make it so it has no teammates, and the traitors will also be fighting against the vampire. I would also make it so the vampire goes into bloodlust faster while in bat mode, but not instantly. This would make it harder to heal therefore making it slightly more challenging. Another thing, clearly, would be to set a default key to be bound to vampire transformation. This would make it so players newer to TTT2 can have the same advantage as the older players who have a key bound do. Another change would be adding animations and bat sounds to the bat, just to make it cleaner and not seem as if it was just sloppily thrown together to make a role.
Conclusion:
As I said, we already had this role before. It was very fun to play as, just more on the overpowered side. If someone is willing to code these changes in, I believe it would make the bat a lot more fun to play against, and more challenging to play as. Hopefully you enjoyed this suggestion, thank you for reading!
Additional edits/ideas:- Make a 10 second cooldown after leaving the bat mode before you can transform again

which just makes something interesting happening rarer, and makes you have to deal with even more trouble if it does happen

I personally think it could be fun switching to traitor and having to clutch up after being innocent the entire round. However, it would be yet another nerf to the innocents, as "proven" innocents (tested, brotherhood, or otherwise) would have the potentially to becomes traitors near the end of the round.
You do bring up some pretty good points, but the main downside to this role is that you work for the innos for the ENTIRE round, but once all of the traitors are dead you end up changing to their team. At that point you are the only one on the team, and you are just a base traitor. Which is pretty boring imo.

Seems boring, just a normal inno for the whole round that can be killed by the traitors or other evils, but when all the traitor team dies you switch over to the team that now has nobody else. Just seems like another useless inno variant that really doesn't do anything except in specific circumstances, and when it does do something its very underpowered.

Team Innocent:
- Innocent: Completely normal basic role. Find the evils and kill them!
- Detective: Start with a DNA scanner, click on bodies to use it to find evils! Also has a shop, press C to open.
- Marshal: Has access to a Deputy's Badge. Using it on someone converts them into a Deputy or an Impersonator depending on their original role.
- Tracker: Can see player's footprints and has access to a special Tracker Radar that pings dead bodies as well as players.
- Sapper: Immune to Explosives, Always disarms C4. Allies nearby are also immune.
- Paladin: Heals and grants a damage resistance to all allies nearby.
- Deputy: Promotes into a Detective once all Detectives are dead.
- Glitch: Appears as a Traitor to the Traitor team, and disables T-Chat while they are alive.
- Mercenary: Has a shop of items they can purchase from.
- Doctor: Has access to a Health Station and Sandvich.
- Possum: Can fake their death once per round. Can still take damage while playing dead.
- Veteran: Gains a massive damage bonus and access to a shop when last innocent alive.
Team Traitor:
- Traitor: Normal traitor with a shop, kill everyone that isn't on your team.
- Informant: Can scan players to discover their team and role.
- Hypnotist: Can revive a dead player as a Traitor.
- Impersonator: Will promote into a fake detective once all Detectives are dead.
- Vampire: Can eat bodies to restore health. Can turn invisible and gain a speed boost on occasion.
- Assassin: Is given a special target and can see them through walls and marked with an icon. Deals bonus damage to target but less to non-targets. Gain a new target after killing your old one.
- Quack: Evil Doctor with access to a real and fake health station, as well as a bomb station and a device to convert a health station into a bomb station.
Team Jester:
- Swapper: Cannot deal damage. Upon being killed, steals the role and items of it's killer. Killer respawns as a new Swapper.
- Bodysnatcher: Cannot deal damage. Can copy the role of a dead player.
- Guesser: Cannot deal damage, cannot take damage. Can guess a player's role to steal it from them and turn them into the new Guesser. Incorrect Guesses kills the Guesser. Taking damage from players reveals bits of info about them.
Team Independent:
- Killer: Has access to special starting equipment, a special shop, and can see players through walls. Wants to be last person alive to win.
- Hivemind: Anyone they kill joins the Hivemind, and all Hivemind players share a HP pool. When one dies, all dies. Wants to be last team Alive to win. Killing a role with a shop grants access to their shop items.
- Cupid: Can mark two players as Lovers. Lovers win together regardless if they are on opposite teams normally. Cupid wins if his Lovers survive the round.
- Arsonist: Can douse players by standing near them. Upon dousing enough players, can ignite them to light them on fire dealing heavy damage. Wants to be last person alive to win.
- Mad Scientist: Revives dead bodies as dangerous zombies. Upon death revives as a zombie once. Wants to be last team alive to win.
- Shadow: Is given a target they must follow. Not staying near their target will kill them. Upon staying near their target(or their target's corpse) long enough, kills them and steals their role.
- Randy Rando: Spawns with a Randomat, and can spend credits to trigger specific Randomats from their shop. Wants to be last person alive to win.

nah, hidden is very good at being fairly balanced despite how overpowered it is. this just seems to be boring and not very good of a role.

isn't the whole point of a bodyguard to protect the VIP? if you are rewarded for killing them, it is basically just you start as exe but worse
