The implementation of this would require a lot of work and even at that be fairly unstable considering how Gmod works, but that really depends on how it's done; there are rules against this, as it is ghosting, but there's no real way of fixing this without having the potential, on some maps, to damage overall experience and purpose of spectator.
Expanding upon your idea, just to start some form of debate as this isn't entirely a bad nor good idea: Disallowing players from being able to rejoin the current round as a spectator.This would be easier to implement and possibly less buggy than that of the previous idea, albeit if players are stuck it will REQUIRE them to out-right be removed from the round and has the possibility of being highly problematic to game play.

Good idea, mixed opinion, requires debate.

-every corner of the bottom of that map is reachable entirely by jumping off a, or, multiple buildings. If a hider can get to it, a seeker with seeker speed most likely can too.

Prop-surfing allows you to get to unintended/inaccessible spots, I get that, similarly to that of using a box-train, however in this case, you can get to wherever these people are by jumping. I already agreed that something needs to be changed/updated, that 'something' being rules and how they need to be out-lined with a map-specific rule regarding this in order to ensure that no admins mis-interpret the means used to get to these spots, as prop-surfing/flying/whatever-the-fuck-you-want-to-say-it-is. Not that they'd be wrong for doing this, they're just doing there jobs. A box-train of 2 crates on a kill floor that you can jump to isn't prop-surfing.
A box-train also doesn't require you to be able to do 57 full rotations with a mouse in 3.7 mili-seconds with a water bottle on an exact 78 degree angle to send yourself into the stratosphere, or spam "E" at Mach 3 with a box slammed up your arse.
Not only is there a major difference in how both of these are done, but also why they're done: Prop-surfing/flying is done in order to gain speed, height and reach places you other-wise couldn't. A box-train is used to move on a place that you're stuck to via 2 or more props, can't get out of and will die if you try to.You can reach places you other-wise couldn't with special rounds like low-grav and 1 gravity, the trick-or-treat-event Jump boosts, speed boosts, whips, boosting with another player.
A box-train is nothing like prop-surfing or prop-flying, that's like comparing door-spamming to being hit by a train. One is fun, the other is door-spamming.
Using your logic, you could just say that using 2 pre-placed props to get to a location is against the rules, placing down 2, or even a single prop in order to get elsewhere could be considered against the rules. Not only is it not viable to enforce, it ruins the flow of gameplay, fun, and general fucking logic.
That's why we don't have it against the rules.

I, personally, don't specifically recall any server managers enforcing that, for lack of a better word, spot, on ttt_rooftops. I do recall minor debate on this topic previously.
The rules are somewhat vague in this regard, I'll update the MOTD to clarify this as it is map-specific.
From my knowledge there are no spots that seekers are incapeable of reaching via merely jumping from the correct location, even if I am mistaken, seekers can use the same means as hiders to get to said location
(E.g. 2x Box-train.)

I have no issue with you being unbanned, tou admitted to it, said you're sorry and didn't waste any time with excuses. You're a regular on the server and took timemout of your day to put a ban appeal in, so it's unlikely you'd do anything like this again.

xdd vanoss gamig!!!!!I've played this map before, twas' a good one. Has a nice variety in spots, not that big. Neat lil' tram-line-thing with a fair few easy spots.

Two issues:
You can get out/under the map in one of the most retarded ways I've ever witnessed
The map is laggy AF

GC_KAF looks like a fancy desert atrocity minus the invisible walls with more fancy stuff. Just all round fancy and cool, I'll check it out alongside everything else.
Ttt_Comancher looks pretty good, we'll see how it pans out.

My opinion on this is that we don't really need any of it. We have way too many playermodels at the moment, including anime playermodels. As Harakoni said, it's also a pain to make them color changing.
The one thing that I would like added is the backlot map. We used to have it, and I believe it was removed because it was dark. It has quite a few pretty good spots, and hiders have night vision now, so the darkness shouldn't really be a problem. It's still easy to see without night vision, anyway.

Side-note.
Didn't hate you, actually found you quite humorous at times, albeit you did cross a fair few lines here and there.
Not sure why the sudden hate of HNS and just about everyone on it; if it's about recent events of you being warned and whatnot for doing stuff you weren't meant to or saw as a joke, odd way to handle it. Rule breaking specifically to get demoted is an odd way to leave, but I guess you wanted to go out with a bang, per-say, I don't blame you.
But who am I kidding, you don't give a damn about what I have to say, and I don't blame you.

@Jat makes a good point.
If you see yourself in a negative light then you're very likely to believe others see you that way. Just because someone here or there gave you some scuff doesn't mean everyone hates you, it's better to block out the negatives and not let them ruin your entire day than to center your day around them and how *bad* they made it.
