zr_infect_max_distance 

is the only thing that could slightly improve this, but it sounds like your connection is to blame here. Also there is noch such thing as a plugin that could magically prevent those issues.

Holding different weapons will affect how fast you run, strafe running allows you to gain extra velocity and bhopping is faster than running.

 

Maybe the reason why people are faster than you isn't the server's fault but your own.

Nothing is wrong with the server or hitboxes, maybe you should get good and understand how networking works.
