You were banned for Consistent RDM. You cannot kill people when they refuse to test unless you are a Detective and it is also only in allowed Overtime with 3 warnings. Just because someone walked past a Portable tester does NOT mean you have the right to shoot them either, you can call suspicion on them instead because that's all it is. Suspicious acts are not KOSable and does not mean you can shoot whoever acts a little weird.
So for this I will have to Deny your appeal for Consistent RDM.
