There is no command on the server to easily swap knife and gun skins like !knife or !ws. However, since the server runs sv_pure 0, you can edit files in your own CS:GO installation and still join the server. As such, if you wished to recompile CS:GO's .vpk with custom assets for knives and guns, you would still be able to join the server and have your own personal models and/or materials show in game.

for the tool and skin, you can go to Zool Smith discord or Custom-Strike server, there're tool and plenty of custom skin for you to choose.

 

Also, Don't ever use "Third Party Program" you might get banned.

you can use MIGI it much easier and more reliable than the vpk edit.
since vpk is packing most of the game content, I rather not recommend you to touch the VPK file
otherwise you would have to redownload whole gigabyte whole of content if you did something wrong and not knowing on how to fix.
