After looking at the code, this seems to be caused by a failure on PayPal's end. Perhaps card declined or similar. I'd recommend that you call your bank to check.

my bank card works fine on all other platforms

That may be, but PayPal is still declining your card, so ultimately this isn't an issue we're capable of addressing.
