map voting Add map rotation and/or map locking to the vote system

AFAIK right now there is nothing stopping people from voting for the same overplayed maps again and again, so I propose the following solutions:

 

a) map rotation - the map selection would be reduced to 1/3 or 1/4 of total map number so as to enable rotation that would exclude last 3 maps played, including the current one.

 

b) map locking - all maps are available for voting but maps would be locked/grayed out for the next 2 or 3 map votes so that other maps get played on too.

We already have the latter, if we didn't the server becomes 24/7 silenthill.
