Main issue with Rocket Jumper was that it was riddled with bugs. The bugs included: 

• Being able to carry it through rounds if you set it up properly
• Damage sources were not set properly (meaning that a Jester was able to utilize it, or you could get a free Jester kill with it)
• Fall damage prevention broke if more than one person was using it at the same time

If these bugs were fixed, then I would be fine with bringing it back.
