File on desktop not Deleting

So I have this file named "Sai" on my desktop which was a Winrar file, and I needed to uninstall / delete the file.

I could delete about 90% of the things in the files, but not a few things.

This pops up, and I have no clue what to do.

 

Things I have been told that I have tried:

• Denros - Refresh Desktop
• Domps - Restart computer

 

My Paint tool sai program was fucking up and wanted to re-download the program so I can have it all normal again, but I got this mess instead.

If someone could help me, please do.

I don't know shit about this stuff, so no reason to comment "hah fag that's so simple"

Delete it with CMD.

1. open command prompt and type: cd \ 

2. type: cd users

3. type: cd yourname

4. type: cd Desktop

5. type: dir

6. type: rmdir Sai

It might also have a file with read only permissions or something along those lines.  ^ with GLO's recommendation, I would toggle some of the command parameters to override some of the permissions should they exist (example rmdir /s sai)

If you know Linux.  You could download Ubuntu or whatever, burn it to a dvd/flashdrive, boot into linux and delete it there
